Syrian opposition says talks with Russian Federation over southern Daraa 'fail'

Under the deal offered, rebels would hand over medium and heavy weapons and Syrian state institutions would resume work.

A day earlier, the rebels in Busra al-Sham and the town of Jizeh accepted to reconcile with the government.

Russian Federation has played a critical role in supporting Assad's two-week offensive with air power and negotiating local deals initially overseen by its military police.

This Sunday, July 1, 2018 photo provided by Nabaa Media, a Syrian opposition media outlet, shows Jordanian soldiers standing guard as people who fled from Daraa stand behind the barbed wires at the Syria-Jordan border.

At the meetings with Russian Federation, rebel negotiators sought a deal for all of Daraa province to come back under government sovereignty, but without the army or police entering the area, an insurgent spokesman said.

The Britain-based watchdog group said the talks are backed by Jordan, which has a sway on the militants in that area near the Jordanian border.

And regime forces would take over the Nasib border crossing with Jordan as well as deploy along the frontier with the Israeli-occupied Golan Heights.

Other activists said Israel could be behind the bombing as it has carried out several missile attacks in the past on arms depots in Syria on the pretext that Iranian forces were located in the targeted sites.

U.N. High Commissioner for Human Rights Zeid Ra'ad al-Hussein warned, meanwhile, that many civilians in Syria were at risk of being trapped between government forces, rebels and Islamic State which has a small foothold there-an outcome he said would be a "catastrophe".

Indeed, watch for whether US President Donald Trump and Russian President Vladimir Putin discuss an end to the crisis at their summit later this month that could see Bashar al-Assad's leadership preserved in return for Russian checks on Iran's influence in Syria.

However, shelling and battles continued in other areas in the western countryside of Daraa, according to the observatory report.

Rebels and residents say that a string of rebel towns have worked out their own surrender arrangements that have allowed the Russian military police to enter their towns and patrol neighbourhoods.

Residents and displaced Daraa natives gathered in front of United Nations offices in a rebel-held town in Quneitra province to protest global inaction.

The observatory said Monday that the number of civilians that have been displaced as a result of the flaring situation in Daraa rose to 300,000.

Talks leading up to the agreement - which stipulates the opposition handing over heavy weaponry to the government - were mediated by neighbouring Jordan.
