Customers were generally supposed to pay the tax to the state themselves if they were not charged by the merchant, but the vast majority of consumers did not. Amazon already taxes items from its own warehouses.

The ruling - in South Dakota vs. Wayfair Inc. - means a state will be able to tax all online purchases made by its residents even for a transaction carried out beyond its borders.
