Trump has infuriated the European Union, Canada and Mexico by imposing tariffs on steel and aluminum imports.

Reneging on the commitments agreed in the communique showed "incoherence and inconsistency", it said in a statement.

"We're talking to all countries", Trump said, denouncing what he said were huge existing tariffs on United States exports around the world.
