A group of heavily armed insurgents stormed the provincial Revenue Department in Jalalabad, starting a stand-off with security forces. Four bodies and about 20 wounded people had been brought to Jalalabad hospitals so far, said Dr Najibullah Kamawal, director of the city's health department.

Attahullah Khogyani, spokesman for the governor of Nangarhar province, said eight civilians, including three finance department employees, were killed in the vehicle bomb attack.

"A number of attackers had entered the building".

The provincial governor's spokesman also added that the security forces managed to rescue at least forty two people, including civilians and government workers. More explosions were then heard coming from inside the building, he added.

Jalalabad is the capital of restive Nangarhar, which borders Pakistan. Both the Taliban and a local affiliate of the Islamic State (IS) extremist group have carried out numerous attacks in Nangarhar Province.
