The move means any agreed solutions to the Irish Border will be given an opportunity to be worked out in full.

The EU has said it wants the post-Brexit transition phase to end no later than December 31, 2020, which would correspond with the end of the EU's current seven-year budget period.

The plans say there are "only a small number of areas" where the two sides disagree.

With Prime Minister Theresa May hoping to secure an approximately two-year transition deal from her European Union peers next month, Judith Hackett, chair of the EEF group, said many companies were confused about what Brexit would mean for them.

Both London and Brussels negotiators agree that it should be relatively straightforward to agree a transition text as part of the withdrawal agreement for the March 23rd European Union summit.

Downing Street insisted that the period should not last any longer than two years, taking Britain's final departure to no later than March 2021.

"You can see that they want us to exit at the end of the budget period, the Prime Minister is suggesting two years".

The letter was sent by the European Research Group, a collection of backbenchers headed by prominent Bexiteer Jacob Rees-Mogg.

But in the UK's "draft text for discussion", it says the length "should be determined simply by how long it will take to prepare and implement the new processes and new systems that will underpin the future partnership".

At least the Prime Minister is attempting to be collegiate in her approach as she seeks a broad consensus - perhaps Tony Blair should have done the same before the Iraq invasion of 2003. It also said that any transition period "should be based on WTO principles".

May will retreat to her official country residence with senior ministers on Thursday to thrash out their differences. He assumed that the prime minister has lowered his negotiating goals from a free trade agreement to a "free trade possible".

"Any implementation period must not restrain the United Kingdom from negotiating or signing other trade agreements", they said.

Morgan is pairing up with the Labour chair of the home affairs select committee, Yvette Cooper, for an event in parliament with the CBI on Wednesday where they will warn of the risks for Britain if it fails to secure a strong customs arrangement after Brexit.

Morgan is against a hard Brexit, as is fellow remainer Anna Soubry, who said it was "very disappointing" a Tory minority group would choose "to ignore the views of British business and the economic analysis of our Government".

With the gathering expected to continue late into the evening, Mrs May is aiming to get clear Cabinet consensus on the details of Britain's framework for a future relationship with the EU. The letter signed by 62 Conservative lawmakers said Britain must have "full regulatory autonomy" - code for refusal to adopt some European Union rules in exchange for access to its programs and market.
