Zinke Says New Mexico Monuments Won't Shrink

Interior Secretary Ryan Zinke confirmed Tuesday that he did not propose altering the size or boundaries of Katahdin Woods and Waters National Monument but said the land could be managed to promote a "healthy forest" and traditional recreation.

Zinke released his final report on the monument changes and defended President Trump's actions, saying other presidents have followed a similar course, that there's no move to transfer public lands to the states and that he had met with tribal leaders to discuss the changes. He ordered the Interior Department in April to identify which of 27 monuments designated by past presidents should be rescinded or resized to make way for development.

Within hours of Trump's announcement, at least 10 organizations, five Native American tribes and outdoor retailer Patagonia said they would challenge in court the president's authority to change the national monument boundaries.

Sen. Tom Udall of New Mexico sided with the groups and told reporters Tuesday the outrage is understandable.

Unlike national parks that can only be created by an act of Congress, national monuments can be designated unilaterally by presidents under the century-old Antiquities Act, a law meant to protect sacred sites, artifacts and historical objects.

Trump's Monday order to shrink both the Bears Ears and Grand Staircase-Escalante national monuments by roughly 1 million acres each would be the largest retraction of publicly owned lands in USA history, which Patagonia also noted on its website.

The company's website home page read on Tuesday: "The president stole your land" in large letters, calling his moves to cut the Utah monuments "illegal".
